Why Choose Us

Getting traffic counts data in Texas isn't just a fieldwork problem

When your agency or subconsultant needs traffic data for a TxDOT project, the vendor you hire has to clear two gates before a single count is run. First, your procurement system requires HUB utilization documentation, meaning you need a certified vendor on record, not just a capable one. Second, TxDOT mandates that firms working on professional services contracts be precertified before they can be awarded work. That is not a formality you can work around after the fact.

Then there is the format problem. H-GAC, NCTCOG, and CAMPO each have their own reporting requirements. A firm that doesn't work in Texas regularly, and most national data collectors do not, will hand you a deliverable formatted for a different state DOT and leave your team to reformat it before submission. That costs time your schedule doesn't have.

CJ Hensch exists specifically so you don't have to solve any of these problems. We already have the certifications. We already know the formats. We've been doing this here since 1995.
Why CJH

We are the only Texas-exclusive traffic data firm with TxDOT pre-certification built in

Your project doesn't need a national firm that lists Texas as a service state. It needs a firm whose entire operation is built around Texas: the road types, the district requirements, the MPO reporting formats, and the procurement rules that govern how agencies can spend their budgets.

TxDOT Pre-Certified
(7.1.1 / 7.3.1 / 8.3.1)

We have already cleared the qualification gate TxDOT requires before any professional services contract can be awarded. Categories 7.1.1 (Traffic Engineering Studies, including traffic counting), 7.3.1 (Traffic Signal Timing), and 8.3.1 (Signalization) cover the full scope of study types Texas projects typically require. No per-project vetting. No waiting.

HUB Certified

Texas state law and most city procurement policies require agencies to document HUB utilization. CJH’s certification is already registered. We can appear in your HUB utilization report from day one, no workarounds needed.

W/DBE Certified

Federally funded projects carry FHWA DBE participation requirements. CJH qualifies. Your subconsultant agreement can reference our certification directly, simplifying your federal reporting.

Texas-Only Since 1995
(Pasadena + Irving offices)

We are in the Houston metro and DFW. We are not flying in from another state and billing you for mobilization. Same-region response time on both sides of the state means your project gets field crews, not logistics planning.

City of Fort Worth
TxDOT District 2
I-35W Corridor

Traffic data collection in Fort Worth, TX: a real project

Fort Worth needed turning movement counts and volume classification data across a network of intersections in the I-35W corridor, ahead of planned interchange improvements coordinated across three TxDOT District 2 jurisdictions.

CJH deployed video-based counting equipment across all study locations simultaneously, cutting total project time and eliminating the scheduling gaps sequential deployments create. Every count was video-verified, with raw footage retained and available for audit. The deliverable was submitted to TxDOT District 2 and accepted on first review.

Questions Texas engineers ask before hiring a traffic data firm

Are you TxDOT pre-certified, and what does that mean for my project?

Yes. We are TxDOT pre-certified in Traffic Engineering Studies (7.1.1), Traffic Signal Timing (7.3.1), and Signalization (8.3.1). TxDOT has already fully vetted our qualifications as required by state law.

How quickly can you deploy across multiple Texas locations at once?

Our Texas-based crews are equipped to cover multiple sites at once, which shortens your timeline and eliminates the delays of site-by-site collection. Send us your site count and timeline, and we will confirm availability within one business day.

What does 'video-verified' mean and can I access the footage?

Every count we produce is backed by video documentation captured by our field equipment. Video-verified means that if any data point is ever questioned, by a TxDOT reviewer, a council member, or opposing counsel on a project dispute, the source footage exists and can be reviewed. Yes, you can access it. Raw footage is available to clients on request and retained for a defined period after project delivery. It is your data. We just collect it.

Does CJH qualify as a HUB vendor for our agency’s utilization reporting?

Yes. CJH is certified as a Historically Underutilized Business (HUB) under the Texas General Services Commission and holds W/DBE (Woman/Disadvantaged Business Enterprise) certification for federally funded project reporting. If your agency has a HUB utilization requirement built into the project contract, which is standard for most Texas state and city contracts, CJH satisfies that requirement. We can provide certification documentation at any point in your procurement process.
